Joe Shelton, ISDH: DISASTER PREPAREDNESS

ISDH Director of Hospital Preparedness Planning (HPP), Joe Shelton has offered IFASC the opportunity to participate in the federally funded grant, for preparedness planning, that provides funds, resources, and training.

 

The grant will assist IFASC and Indiana ASCs in developing ASC specific disaster preparedness plans, including policies and procedures, hazard vulnerability assessments, and other activities that will meet state, CMS, and AAAHC regulations for licensure and certification.

CMS and Indiana Requirements for Disaster Preparedness

We have all been anguishing over how to comply with the state and federal requirements for disaster preparedness. During this second morning program, Joe Shelton, Director, Preparedness Planning, ISDH, will provide answers to the one challenge faced by all ASCs in the state and those certified by CMS: how do we meet the rules and regulations requiring the center to develop a "written disaster preparedness plan that provides for the emergency care of patients, staff, and others in the facility in the event of fire, natural disaster, functional failure of equipment, or other unexpected events or circumstances that are likely to threaten the health and safety of those in the ASC" as specified in the CMS Conditions for Coverage for ASCs. The state regulations are somewhat vague stating that policies be developed to assure "annual implementation of internal and external disaster preparedness plans with documentation of outcome."

The Logic of Structure and Organization 

It is of significant importance to every ASC in our state that at least one representative from your center attend this Conference. You need to be on the ground floor to thoroughly understand and take part in this formation. 

 

These items that are being addressed and the thinking and decisions being taken will affect your Center(s). For example, training sessions for individual ASCs will be provided (as part of the Federal grant, free of charge). Various sessions will be held in a training center simulating real disaster situations. If and when the real thing hits your area and/or ASC, the program will provide coordination to include supply acquisition, communication resources, and other support services (free of charge).

(d)     Hotel Accomodations. For anyone coming to the Sept 30 (C/T), make use of an excellent, special rate of $76. in the Courtyard by Marriott, 10290 N. Meridian St, Indy (it is referred to as the Indianapolis Carmel location). Phone 800-321-2211, say you are making a reservation in the IFASC reserved rooms Block. Go to the IFASC web site, Events page for added info. (Note: the actual Room Block ended Sept 16, BUT Marriott is still honoring the $76.IFASC rate till the 29th. (e)     the Monk is not austere as is "monastery" A NANO recipient reader raised such a concern with respect to our short-hand reference for the Monon Community Center. No, it is a fine looking, well appointed facility in an up-scale city.  

 

(f)     Raffle prize drawings. Last time, April 29 Spring Conference, the same person won a raffle prize in each of two separate drawings. The second was not awarded to that individual, rather a re-drawing was held: the principle being that one person can only win once per Conference. WRONG. Production Coordination was in error. The head of that Executive staff division clearly knew and failed to adhere to this rule: due to the fact that after each drawing,
the winner's name is put back into the "pot," any winner remains eligible to win each and every prize at a Conference. This is pure, unfettered capitalism: i.e, for example, at that Spring Conference one person could have drawn for and won each of the 15 raffle prizes (vendor-donated-gifts) as well as the Conference Grand Prize, an iPad 2.

 

(g)   Scott Becker. His annual October event in Chicago has been posted (link included) on www.ifasc.com for some time. Go to "Events" page, in left column see "Industry Related Meetings" click it and you're there. They were rapidly closing in on sold-out status.

 

(h)     ...to warm the cockles of Director Joe Shelton's heart. During Thursday evenings' 02 hour premiere of Grey's Anatomy (first 15 minutes), call comes in from IFASC member, friend "..let's, we better do the disaster thing big...a whole city street section collapsed, in Seattle...sink hole, whatever!"

 

(i)     Judy Keyes. Died. Very sad. We first heard way past the time she left us, early September. Heart just stopped, age 60. It happens, can to any of us. Long time IFASC member, colleague, at least a decade as Administrator of Foot and Ankle SC. We'll talk more. Want to send comments, thoughts, anecdotes, please, do. As always, we will keep and treat what you submit with respect and anonymously when appropriate.
